i have cloud already and looking for materia blade.. he is lvl 38.. can u tell me when do i get to see bervana volcano or wutever its called?

It appears right at the beginning of Chapter 4. Go check to area south of Riovanes Castle.

is it called bervenia free city? because i walk on it and it just tells me to go on a bar or shop

No, it's more to the west. Like Mwork said, it's south of Riovanes Castle. That's in the northwest, so look around there.
