Okay, I've always stuck by the rule that after killing 80 enemies, your limits level up. (For example, Cloud killing 80 gets him from Cross-slash to Blade Beam and Climhazzard-Meteorain).

I just escaped from Midgar in Disc I, and Cloud just got Blade Beam. And I'm pretty sure I haven't had him kill 80 or more enemies. Previously, I didn't get Blade Beam until Mt. Nibel, and I had him kill way more than 80. What's the real deal behind gaining limit breaks?

Well, you have it half right:

To get from Level 1 to Level 2 limit breaks, you have to kill ~80 enemies(it varies by character and level). However, to get your second limit break for that level, you have to use that first limit break ~8 times(it varies for character and level).

Plus I think it increases as the levels go up, so for Level 2 - Level 3 I think it's 120 or 160 kills.

It has to vary by level - there's no way in hell I could have knocked off 80 enemies by the time I left Midgar.
