mugging for weapons

Can anyone tell me where in gods name you can get Pulse Ammo & energy crystals to make Squall's, Rinoa's & Quistis' ultimate weapons. According to the mugging guide at gamefaqs you can mug pulse ammo off the Elnoyle, but you can't mug at that early stage. Can anyone enlighten me? :confused:

If you kill high level Elnoyles or Ruby dragons you may get energy crystals. Energy crystals can be changed into pulse ammo with ifrits ammo-ref (something) ability. Use the tonberry ability "lvl up" to level up the monsters.

What about the black elnoyle in esther? you talk to that crazy guy in esther and he laughs and turns into it if i can remember
