Maybe you're behind firewall or something? Just in case, go to your firewall settings and allow FFXI to get in.

Maybe if you are going through a LAN network, you don't have the correct privilages? Or maybe there's a faulty wire somewhere.

You're saying this happens when you're trying to install the game?? Or download the patches? If it's when you're installing it originally then the network shouldn't have anything to do with it and it's just a problem on your system, be a little more specific if you're looking for a more specific answer :)
