I'm going to be in Jeuno for a while, and then run back to Windurst to farm--Will I have to drop into Sandy on the way to release my mog so I can rent a room in Windy, or can I summon my moogle straight to the residential area in Windy?

Yup just head straight to Windurst and they will instantly make your moogle appear in your mog house there.

Well, notaru instantly. You have to talk to one of the people standing outside the residential area and get your rent-a-room. Then your moogle will be there in your housey-wouse waiting.
