1. No its not. Unless you hack or use codes.

2. I dont know the answer to this. My guess is that it is a bug.

The RM thing is just how the system works, I would imagine.

I chalk it up to yet another oversight on the part of the game's original programmers. Remember, these are the same guys who forgot to implement the elemental properties of weapons, left the provoka finger point in place, and couldn't think of anything to put in the game's 370,000 treasure chests but GP, GP, GP, and more GP. Remembering a little thing like "The Red Mage can't cast 8th Level spells, so don't give him any 8th Level Spell Slots" was obviously very much beyond them.
