Because it was Zack who came to Nibelheim not Cloud. Unless you mean that since it was his hometown, why didn't anyone remember him.

All the people there were hired by Shinra to pretend to be the townspeople. It either has something to do with the reunion, or was just to screw with Cloud's head. I'm not sure what happened to the real people, maybe Omecle is right.

Actually, the black cloaked 'clones' are the survivors of the Nibelhiem fire who were experimented on by Shin Ra.

Go into Tifa's old room and read the letter on her desk, it'll clear it up. The current residents of Nibelheim are actors hired by Shin Ra to maintain the cover up.

Yup.After the fire shinra re-built Nibelhiem( i cant remember why,they just did.Maybe to cover up Sephiroth's mad fire spree).
