Chocobo race trouble?

Apperently if you get a time of 0:00 in the chocobo race you get the item for Tidus' weapon corect? If so I have beat it in 0:00 twice and neither time have I recieved this item...(forgot the name) anyways I was wondering if anyone ever experienced something like this or maybe if I am just doing something wrong.

According to what I've read, your score must actually be less than 0:0:0 in order to get the Sigil. A time of exactly 0 earns you nothing.
However, the counter doesn't show negatives, so a score of less than 0 won't be displayed; it'll just say "0:0:0", so there's no definite way to tell if you got it, until they give the prize.

It's true only if you own US version of the game, if not - 13 baloons is not enough, hehe.

what do you mean ?? i have the pal version and i had 13 balloons and no birds. my time was 34 seconds i thought...
