Random has somehow spread to every area in the game...is there any
way to get rid of it? I like Triple Triad but I refuse to play with random.
I've heard about a fisherman on the docks at Balamb who resets all
rules in Balamb, but it seems like he doesn't show up on disc 3, because
I've been running back and forth in and out of the town for a while now
with no luck. The card queen is at the train station in Balamb, can she be
used to get rid of random or am I stuck? :\

I've never heard of someone that can reset the rules. And I'm pretty sure that such a person doesn't exist.

However, you can ger rid of rules. Perhaps you've seen it before, the game uses the term "Abolished" to denote this. To abolish a rule, simply play a mixed rule game in the area you wish to "clean up." By mixed rules I mean get the rules from one region and play in another so the person you challenge says something like, "Hey, you know Galbadia rules. How 'bout we play with Balamb and Galbadia rules?" After the game, whether you win, draw or lose, one of THREE things can happen:

1) Nothing.
2) A rule is spread (this is how you got screwed in the first place)
3) A rule is abolished

Note that abolishing rules is fairly hard to do since it's rare to get the third outcome. So I advise saving beforehand.

Note² that you can also prevent the spreading of rules by saving and challenging someone afterwards. If the person gives you the additional "mixed game" message, reset. Try again. After about 2-3 resets, the "mixed game" message will not appear and you can proceed.

Alright, thank you then. I've basically been paying the queen to spread
a rule to the Balamb region and then playing her until she abolishes a
rule and if it's not random, buy the rule again...but random just won't
get abolished. :\

I don't know if it can be abolished, because there are no regions that I
can find that don't have it, so combining rules doesn't really make a
difference if both places have random. :(

well if you try to play cards with someone and they say y"you know rules unfamiler to her...etc" then just don't play and then ask again and keep not playing then eventualy they will play with your rules...

The person who can reset your card rules is a random appearance in balamb harbor. He's the guy who is always looking for a mechanics book in the Garden library and when you speak to him at the harbor he talks about getting left behind because he skipped classes too many times. Challenge him to a card game, where you should easily beat him, et voila, you're back to no rules!

Instead of resetting the game, just say "no" to the callenge, then challenge again until the mixed message isn't said.

Bah, I've talked to that guy numerous times but I was told there was a
fisherman who reset the rules, good to know though, thanks :)

You could also just refine all your crapy cards, so evan with random, you only get good cards. Thats what I did.
