If I remember correctly, you have to capture 10 of quite a bit of fiends (possibly all, I'm not sure). This very site can probably tell you (I haven't looked yet). Here's a link to their homepage: Eyes On Final Fantasy (http://www.eyesonff.com).

Sorry, I couldn't find it there. I also can't remember exactly what you need to do, but I'm sure somebody else will.

Okay, I found out how to get it.

You must capture at least one of each of the nine creature in the Calm Lands, and you must also have the Celestial Mirror, as chu52 has mentioned.
