level 5 chocobo???

I'm trying to get my chocobos from level 4 to level 5, but my Sylkis inventory is zero. I thought it's supposed to start building up during Ch. 5, which I've been in for a while now...all episodes are complete except for Mushroom Rock and Djose. How do I get Sylkis???
