I guess he's asking why Cinna didn't appear much in the second half of the game.

The answer would be that he was a pretty minor character, who was only really in there for some comic relief. As the story progressed, there wasn't any need for him, so he didn't appear. Marcus and Blank were much cooler, anyway. :)
