If you have the SNES game and a Game Genie you can get him in your party. I've done so many times. You can get Kefka too, but he doesn't have any battle commands and the game freezes when you try to use him. You might be able to do the same with Anthology and Game Shark. but I am not certain.

In short, without a cheat device you will not be able to get him again.

You can get a character with double the pwnage in the WoR anyway (Genji Gloves + Offering = 8 hits = 2 x Leo)

That's not truely getting Leo in your party, it's just changing the sprites so that Terra's sprite is Leo and Edgar and Locke's sprites are a ghost and soldier. As Edgar said, if you have Leo in your party using cheats then he has his shock ability. So you used a Leo sprite for Terra instead of actually putting Leo into your party

Later on in the game you get to battle with Leo for a short time and his special ability is Shock, just like Locke has Steal and Shadow has Throw. So if you truely have Leo in your party, he will have the special ability of Shock.

You can probably use FFVI editing utilities to have Leo become a permanent member, but I doubt the game would work perfectly if you did. I'm thinking of the party select screen, and the word "freezing".

If you do this right the game doesn't screw up. He has Shock and all the equipment he had in Thamassa, which includes an Offering. You can use Google to get the codes I'm sure, or I'll look for them when I feel like it. If you change members he will be gone, but if you use the codes to get him back he'll still have any level ups you got for him.

The Guardian Magitek Trooper always tell Leo to prepare himself before the engagement. But Leo is never prepared. :(
