Just to clarify on some things...
Every nation should have a single leader.
If two nations join and do not border each other, the joining nation will become a territory of the dominant nation and a local leader must remain active.
If two nations join and they do border each other, the dominant nation will take control of all land and cities belonging to the joining nation. Local leadership in this case is optional and the joining nation will go under the name of the dominant nation - effectively, the joining nation will no longer exist as a nation in any shape or form.
All national and territorial leaders should be part of the Eizon Nation Leader group so as to be able to gain access to the Nation Leaders' Forum to discuss pressing international affairs, should they ever come up.
