He's not say he's Rinoa he's actually saying ''Oh I get it... So you're Rinoa's boyfriend'' it makes more sense later on in the game so don't worry Zell maybe stupid but he's not that stupid bless him.

That apostrophe makes all the difference. Like Forgotten_Hope says, Zell was going to say that Seifer was Rinoa's boyfriend. Seifer told him to shut up at that point, since Seifer and Rinoa stopped seeing each other after the previous summer.
