Note that Dragon Crest doesn't cost ?50 MP. And it's easiest to power up -- you only have to kill 100 dragons for it to do max damage (100^2 > 9999), and you can easily defeat Grand Dragons with Quina's Lv5 Death for UberXP!!!!

In any case, I vote off Zidane, simply because there's no one else that I really hate.

Limit Glove - requires Quina to be at 1 HP. Frog Drop can be used at any time.

Thievery - Thievery takes a butt load of time to power up, and is not fun like the frog game. But, all time being equal, this only costs 8 MP and would be about the same when factoring in Zidane and Quina's max MP totals. I just don't have the patience.

Dragon Crest - 16 MP cost. Frog Drop is 10 MP cost. Plus Quina's MP totals are much higher. Plus Freya is an uninteresting character.

Stock Break - Will not work on all enemies. Frog Drop will.

Shock - Costs 46 MP. Steiner is a Knight and has low MP. Frog Drop costs 10 MP. Quina is a mage and has high MP. The equivalent to Shock would cost about 100 MP from Quina. Steiner's high HP and defense makes him the second best character, though, if you like wasting turns for ethers.

Doomsday - Costs 72 MP. Plus attacks your party. Plus has an element and therefore can be defended against and absorbed. Frog Drop deals unblockable unalterable damage and only costs 10 MP.

Nothing beats it. :)
