there was a CG movie in the start of the game with two females in hooded coats, being tossed around in a seastorm. i thought that one of them was Eiko, but then a friend told me it was Garnet's mother. is that true?

The two people in the boat at the beginning of the game are Garnet and her birth mother. Garnet's mother is excaping Madain Sari with Garnet because it is under attack.

That's correct. Queen Brahne is only Garnet's adoptive mother.

I don't remember it being her Mom so much as her "Nanny" or some equivilent to that. Am I wrong? I thought her parents didn't make it out of the attack alive.

It's definitely her mom, but her parents didn't make it out of the attack alive. Beatrix found Sara and her mother washed up on the shore, but her mom was already dead.

"Garnet"'s real mother died when the boat crashed into the tidal wave at the beginning, Sara was lucky enough to survive.

Doctor Tot later tells you that the real Princess Garnet died shortly after birth, and that Sara washed ashore shortly after. Brahne and the late King noted the resemblance, had Sara's summoner horn cut off, and raised her as Princess Garnet Til Alexandros. The storm (caused by the Invincible) that killed Sara's birth parents is the same one Eiko talks about killing most of the village, and eventually wiping out the Summoner tribe.

It's not an event that's part of the main story. You can engage in a short optional event at Madain Sari on the last disk - Garnet's real name is written somewhere on the Eidolon Wall. The directions for completing this short quest are somewhat long and precise, and I would type it all out if I wasn't so tired, but you should be able to find it easily enough by searching on Google, or around various fan sites/walkthroughs.

It is. I'd be lying if I said I did it - I got tired of trying it. I just looked it up; it's not that big of a deal if you're already familiar with all of the backstory. I'll give it another try on my current playthrough, though.

Yeah - I never actually bothered myself - its one of those tedious side quests in which the reward isn't all that exciting if you know the backstory.

I did the sidequest fairly easy. The hard spot for me was actually finding the spot on the wall that told it to you after you were done. I did it though.
