Stuck: President's Residence mission: Spoiler

I'm stuck at the point where Squall and Irvin have to go to the President's Residence and take their positions. Every time I come up to the Mansion, there is a crowd but nothing happens. I go back to Quistis but she only says "we'll stall the sorceress here, then it's up to you" sorth of thing. The walkthrough says she is supposed to appologize for Rinoa, but I don't know how to trigger the apology :)
Can anyone help?

I think you have to talk to the genaral again i think he`s near the gateway! :D :D :D

Hmm, you've talked to quistis? Is she at the clocktower yet? If so, just leave and head south I think. You'll come to a gate (if it isn't south from the clocktower try. . . left?) and the parade will start.

Talking to caraway does sound about right though. Heck, talk to everyone. When quistis apollogizes to rinoa, you'll have a party change so you'll know when it's triggered.
