How do you activate the atma weapon?

What do you mean by activating? There's nothing to activate.

Equip it, and the sword will become stronger as your character's HP goes up. The higher the current HP, the more powerful it is.

Means it gets stronger as you get stronger. Nothing more than that.

The sword looks different as it grows stronger. It lengthens and gets a blue tint to it. Nothing spectacular.

The more HP you have the stronger it is and therefor the longer itis.
