you dont get them from a moogle, you get them from a human in the weapon shop... Buy the octagon rod for the magic you want.

The Octagon Rod and other equipment as powerful won't become available until after Kuja kidnaps Eiko and takes her there. If you go there by means of Dark Blue chocobo before said event, you'll only find weapons and armor that you can already have been acquired at that point.
