The Stairs

In Ultimecia's castle, there's that small wobbly bridge where the key falls down. Across the bridge, and there's small ladders leading down, by the water.
What I'm interested in, is that what's the meaning of them? They lead to a platform, but nothing's there.

erm...its nothing.....theres a route at the bottom .a path to a omaea weapon or somwthing...so i assume the dead ead is to show you there is a route there
