You don't fight sin on the Mi'ihen highroad. or the old road. You fight sinspawn in operation mi'ihen though.

and I think lulu only tells that to tidus if she's the one with the highest compatibility with him. All that does is change a little bit of dialog and who throws him the ball in blitz ace. It's pretty hilarious watching lulu do it anyways:) But of course you wouldn't fight that boss with just her and tidus. it'd be rather. . . difficult.

yeah lulu is the one with the highest compatibility
in my game it was rikku to throw the ball to jump off the ship and when you go to macalania temple after beating the al bhed guys on the bike she kisses tidus on the cheek
