There is an incredibly amount of sites all over the web dedicated to providing tutorials for Photoshop, and how to use it. You will find no quick 'how to' guide that would teach you how to use the application, but even for learning the basics, I'd sooner suggest just opening it up and messing around with it. Play with the tools, and learn what they do. Learn how to combine various tools to acheive different effects. Learn the workings of various bitmap filters. Then start reading some tutorials.

It can be quite intimidating and daunting when faced with a new, confusing app, but there's always a sense of satisfaction when you realise you're actually starting to get a handle on it.

Eh, Photoshop can't break "The computer rules". If you're afraid to mess up a picture, then either don't save it, or make a backup.
And your signature is shouting "Hi I stole $1000 from Adobe!" :p.

The two best tutorial sites are <a href="http://www.phong.com/tutorials">Phong</a> and <a href="http://www.eyeball-design.com">Eyeball Design</a>. :p

Once you learn the basic functions and tools of photoshop, you can go to Creative (http://tere-art.com/creative/boards.php?) to learn how to make artistic sigs/wallpapers/avatars.

That's where I learned how to work with layers, brushes, textures, filters, etc.
