It's measured by a nautical distance, I think it comes to something like 12 miles. It's been a while since the geography class where I learned that. I do know that there is no international water in the gulf of mexico. By treaty and whatnot, america lays claim to the stuff that belongs to most of the central american states. Hence all the naval bases.

The territorial waters are sea waters of a littoral state that are regarded as under jurisdiction of the state. These waters commonly extend to 12 nautical miles (22 km) from the coast, per the United Nations Convention on the Law of the Sea. If you are more than 12 nautical miles from the coast, you are considered to be in international waters.
