They give you a clue about what the Tissues are good for in the instruction manual. Yuffie's weapons include Origami for throwing, remember? Well, she folds the tissues into different shapes and presto! Free throwing weapons. :D

The tissues are for writing theartining letters to sephy :lol: and if he dosen`t quit tryin to take over the world you will take away his materia privleges :chuckle:
