It's like artifact armor, but level 72 (I'm pretty sure) and... better.

You get the Relic pieces from Dynamis fights.

(I'm 90% sure)

I just know. xD I have friends ingame who got relic gear from Dynamis runs. *nod*

But there's loads of sites you can look this stuff up, too.
