I'm on a college connection. Recently, all of my download programs have stopped working. BitTorrent just always says "connecting to peers..." and IRC wont connect at all.
I asked elsewhere, and they said I needed to use a proxy server or a tunneling program. I have no idea how to use these things, and I figure I should ask to be sure I'm doing it right lest I open myself up for computer rapists or something.
Anyone know what I need to do? Keep in mind: I'm 80% network stupid.
