Bascially any web hosting services that you pay for allow you to use a custom domain name.
Many hosts will even register one for you or provide one for free if you pay for hosting.

It's better to register it yourself, though.
IF you want to own it yourself, you have to buy it.

www.streamline.net is good if you want ad-free hosting along with your own domain name. I got my webspace and domain name there and I think it came to just over 20 pounds altogether for the year. 50MB of space I think. There's probably others but I found this the easiest for getting my first domain name and space.

http://invisionfree.com is good. thats where I made my site. u can pretty much do anything with it.
