You choose a picture, upload it somewhere (www.photobucket.com is best), then put an image tag in your signature. If its too big though, it'll be promptly removed.

If you're referring to a signature, you can find some help in this thread:

You should save it as jpeg. PSD files are huge and most likely won't upload onto here, as well as not having a chance at it being under the 50KB file size limit for sigs. Once you've saved it as a jpeg, use attachments to put it into a post in the sig thread and ask someone to host it for you.

If you want to put it in your signature, then you'd need it hosted. If you don't, then just use attachments.

By "hosting" we mean putting it on a web server so the rest of the intarweb can see the image. We can't see stuff that's directly on your computer, so you have to upload it before you can show it off to your e-homies. Sites like <a href="http://www.photobucket.com">Photobucket</a> are made to solve this dilemma for you. You can upload your picture to Photobucket's servers, and then display it in a post here using IMG tags.

The board's Attachment function works in a similar fashion by uploading the picture(s) to the EoFF server, and then makes it easier by automatically displaying the image in your post.
