You have to morph this boat dude in the underwater reactor. Go to junon and ride the elevator down, and fight battles down there until you run into some big pirate ship. Morph him and you have yourself a guidebook.

It's called a Ghostship! How hard is that to see?
It's got attacks like St. Elmo's Fire and this oar stick thing where he grabs your character and throws you out of battle. It's frustrating if two of your characters are already dead.
