General Leo was from Final Fantasy VI. He was a man who worked for the empire that you only got to play as for a very short time and then Kefka fried him. He was actually a pretty good character.

As for Galuf, I can't really help there. I think he's from FFV, but I'm not positive so don't be mad at me if I'm wrong. I've never played FFV.
