Basically, what I want to know is this:
Is the Japanese game format NTSC?
If so, does that mean you could play American NTSC games on a Japanese playstation for example?
I realise this may be a silly question, but I'd love it if someone could clarify it for me.

Yes Japanese games are NTSC format. But as far as I know there still different to US NTSC games. So a Japanese game won't play on a US console and vise versa.

Yeah, despite being in the same broadcast format, they're still region-coded.

Arent the format PAL if its not NTSC and not in america?

In France, we use both PAL and SECAM. :p
Anyway, there are several variations of the PAL format (50Hz), the main one being PAL60 (60Hz), which allows people here to play Japanese/US imports in color, and have the GC play at a better refresh rate.
Stupid regional lockouts. I don't get that one at all. They're losing money. I mean if we're importing from Japan, we're still paying for it. Why lock it out? They're losing money on that and a lot of us are willing to pay it... Makes no sense to me.
