If there's anyone aside from Cloud, then he isnt introduced in the game. Cloud has always cared for and looked out for Tifa, and she really has very little interaction with any of the other males in the game, save for Barret, who I dont think would work well with her.

So? Love in friendships are always unrequited. Whether the guy doesn't see the girl or the girl doesn't dig the guy, friendships almost never end in love unless some kind of hardship somehow brings them together. It's a classic story. Just look at Pretty in Pink.
