The jp PlayOnline site is now up! FF7: DoC PlayOnline (http://www.playonline.com/dcff7/). Also on there is some kind of download........here is the etremely rough translation:

It is the tool where the DC -FFVII- circuit verification tool
"executes the measurement regarding, plural items such as transmission
rate and Pia two Pia communication, vis-a-vis the network environment
which presently is connected to Internet, of as a result on the basis,
decides whether" Dirge of Cerberus - play of multiple
prayer mode of Final Fantasy VII- "β edition
possibility. When it is decided, that you cannot play, it can also
verify cause and coping method etc..
There is a page lower position, when it selects "to the next", the
software license agreement book of this tool is indicated.
In regard to perusal when "it agrees" it selects, download of the tool
starts.
The network environment play online which is necessary for play, offer
service "the server" and the prayer use "the client ("PlayStation 2")"
in between, always through network, exchanging the data is done.
On the one hand, "Dirge of Cerberus - with multiple
prayer mode of Final Fantasy VII-" β edition,
exchanging the data is done even between each client in addition to
exchanging the data between this server and the client. This network
form is called two Pia Pia generally.
These two network forms need the communication equipment and the
network environment which differ respectively.
Because of that, there are times when other than the play online being
able to play without problem, "Dirge of Cerberus -
multiple prayer mode of Final Fantasy VII-" β
edition cannot play the game.
In addition, exchanging the data being possible with the client, when
it is not possible not to be able to obtain necessary transmission
speed depending upon environment, "Dirge of Cerberus -
to enjoy the multiple prayer mode of Final Fantasy
VII-" β edition sufficiently, it is.
* By the fact that circuit measurement is executed in the time zone
which usually plays the game, it gets near to more accurate decision.
* This tool "Dirge of Cerberus - operation of multiple
prayer mode of Final Fantasy ー VII-" completely
preservation is not something which is proven. In regard to
acknowledgement, please utilize beforehand.
In order to obtain more accurate decision result, we recommend the
measurement with the computer which fills up the below-mentioned
specifications.
OS: Microsoft (R) Windows (R) 98/98SE/Me/2000/XP
CPU: Above Pentium II 233MHz
Memory: Above 128MB
The environment which can be connected to Internet
Up-to-date version of the "DC -FFVII- circuit verification
tool" is Ver 1.0.0.11. (2005/07/30 presently)
Even the play online, measurement decision of the circuit is
possible by the fact that "circuit measurement" function is used, but
because the computer and with "PlayStation 2" hardware efficiency
differs, this tool

It seems to be some kinda tool to test a possible online feature....I guess  Also here is the download link...... http://61.195.57.11/dcff7/dcqc.zip

I heard about a Play Online feature as well - it said that you could side with Vincent or the Deep Grond Soldiers as you played, but it was still very undefined.
I wonder how a game that is supposed to rely heavily on the storyline like this shall cope with online playing, but wel...

It recently surfaced that Final Fantasy VII: Dirge of Cerberus would feature online play of some sorts. We reported on the announcement when it was made, but at the time, nothing more was known than the fact that it would have an online mode. GameSpot has since shed some light on the subject, and the following list details the online aspect of the upcoming Gun Action RPG:

Fully featured online mode via Square Enix's Playonline service
Players will control a soldier of the enemy Deep Ground organization
Multiple players can cooperate in mission-based gameplay
A Versus mode for players to compete against each other is also expected
