Mp3 Splicing and Slicing

Can anyone tell me a good free program that I can use to cut out portions of Mp3's and make them like 10 second clips with?

Sound Forge does what I want it to. I don't remember if it's free or not htough xD Probably not.

Barring that, you could convert to WAVE and edit in sound recorder ;)
