Edit: Dammit, the picture doesn't show up all the time. Just do an image search for "bass megaman" or "forte megaman". Just don't confuse him with Forte.EXE. He sucks.

Ugh, I hate Bass' Japanese name. I'd much rather call him Bass :P

As for the whole question, it's really tough to answer, but I'm gonna go with Megaman because he has a better Mega Buster than Bass (case in point: Rockman & Forte). His jumping power may not be as good as Bass', but who cares about that :P

I know. I don't understand the complaints about Megaman's voice. He doesn't look any older than 12, so he should sound like a 12-year-old boy (which is EXACTLY what he sounds like). He doesn't sound any more girly than someone than someone like Chris from KoF.

Okay then, but what about X? He looks at least 20 years old but he's got the voice of a 10 year old girl (reference: Double Attacking the Maverick Hunters and then X comes in on the intercom).

But forte.exe is awesome, out of my favorite series, I thought he looked cooler with the tattered cloak. Anyway, he doesn't suck, ever try to beat Forte GS in MMBN 3 O_O
