Ultima LV1 - 200 DMG. Good?

Last time I played FF2 I think Ultima damaged by, like 200 DMG or something, on LV1.
Is that a good sign of its power?

I'd think Holy is the second-most powerful spell in the game?

Honestly, I really ain´t sure at all, I think it was up there, though.

i had noticed how much more powerful ultima is than others and thats not because ive equipped it with a white mage.i equipped it to leon when i got him and it did loads.
