How the heck do you get them to work?! And not like, the ones from the official site either. But just ones that other people made.

Same way as ones from the site, I presume, if they're made correctly :p You probably have to stick them in some particular folder or get Winamp to find them though.

All you do is go to the skin and double click it, or you go to *can't remember the menus cuz he rarely uses Winamp* skins>select modern/classic. Most skins custom skins are classic style, so all you do if it is not in the default skin folder is move it there and select it or go to that folder and select it.
