Editing the Colors

I recall downloading a program that allowed me to edit the colors of the game's graphics, (like change a green shoe to blue), Could this be done with FF7, and if so, What is that program called and where could I get it... would it work with the PS version or no... only the PC version?

ive neva herd of it but i do know u can change the colours of the menu windows in config

No No No, I mean as in I used to play Sonic Adventure DX and people could edit the game levels graphics and I wanted to do that and it said you had to use a tool to do it, I forgot what they were called and could you please move this to the help forum?
