i have two possibilitys.
1. they were grown in a similar way to us and they had some sort of feeding tube attached to them when they were growing. when they were woken up the had it cut off and that left a belly button just like when were born.
2. this is much simpler but, meh. garland wanted them to fit in with the humans as well as possible. seems as a belly button is a birthmark, if they didnt have one it would bring up odd questions and cause more commotion than their tails would.
