Statistically speaking Garnet has better stats, but only by a couple of points in most cases.

In terms of White Magic available to them, Eiko has far more on offer.

The spells exclusive to Garnet are Berserk, Blind, Confuse and Scan.
The spells exclusive to Eiko are Dispel, Esuna, Full Life, Haste, Holy, Jewel, Might and Regen.

As you can see, Eiko's magic is by far the more useful. As this question is pertaining solely to the character's effeciency as a White Mage, eidolons are of no importance.

This is the key element. Equipping a Power Belt gives him Strength +3. Grand Helm doesn't affect Strength, but doesn't increase his attack either. Grand Armour has the effect of Strength +1, so that can't be used.
