Freddie Mercury, no contest.Thank goodness someone mentioned him at last! Absolutely correct he is brilliant. My other favourites include:

I'm going to assume this is about voice rather than artists/songs. Most singers in rock music aren't greats because rock music is more about the instruments than the voice. Having said that, there are some greats out there, obviously. What is classed as rock has a big impact on who gets through, so I'll just include anything that uses an electric guitar for now.

Michael Jackson, regardless of how much his latest stuff is crap, is a brilliant singer. Might be a bit debatable if he's a "rock" singer, though.
Freddie Mercury, in my opinion an unique talent.
Elvis Presley. Even if he's nothing like a favourite artist of mine in general, he's got a brilliant voice.
Christina Aguilera. Good God, what a voice.

Others include Enrique Iglesias, Janet Jackson, Jewel, Kelly Clarkson, LeAnn Rimes, Michelle Branch, Prince, R.E.M., Shaggy, Tom Jones, Tracy Chapman, Vanessa Williams, and the lead singers of Erasure, Evanescence (Amy Lee? I forget), Frankie Goes to Hollywood, Green Day, Jars of Clay, Oasis, Savage Garden, Tears for Fears, The Calling and The Cranberries.

A lot of those might not have many good songs and might not be considered "rock" by some/most people, but regardless of that, they have voices that in my opinion are impressive. But as I said at the start of this post, rock music in general isn't all about the voice. In fact, in some - possibly even most - cases (such as The Offspring, Rod Stewart or Bryan Adams) a gruff voice that isn't on it's own fantastic is far more suitable to rock music than a decent voice.
