The Software Guy (http://www.thesoftwareguy.com) has Photoshop Elements 2.0 for like $40.

If you can't afford photoshop, you can download a program called The Gimp for free that is a fairly good image program.

We aren't going to tell you how to illegally download photoshop here, though. You'll have to go somewhere else for that.
