o.k i have yoshi of course and mario, now i want to get luigi how many stars do i need to get him?

You can get him pretty much right after you get Mario. Just jump into the painting on the third floor of the mansion in Big Boo's Haunt stage (which, I think, requires 15 stars to be accessed).
