Are these possible? I mean having a CD burner that can connect through the USB port?

Yeah, I have one sitting on my desk, actually. I'd imagine they're a good bit better these days than this one, but I got it back before USB2.0 was common.

Are they good on budgets or are they expensive as hell?

Mine's an external DVD±R DL/±RW burner, supports both USB2 and Firewire interfaces (I use the firewire port myself) :D They're more expensive than their internal counterparts, but good if you either want to share it between multiple computers, or it's for a laptop like in my case :p

What you are looking for is an 'ide to usb' enclosure. Specify you want it for a dvd-rw drive or something when you ask for it.
Fundamentally speaking certain ide to usb devices for hard disk drives could work for cdrom drives too.
