Most character's 'Ultimate Weapons' can be found in Memoria, but there are a number that are stronger than that, but they can only be found in sidequests. (An extreme case for Steiner's Excalibur II.)

Well, that depends. For a safe level up experience, kill the Dragons near the upper exit of Gizalmulke Grotto with Level 5 Death with Quina, it'll kill them immediately. They also appear occasionally outside Daguerreo. For great (but dangerous leveling) after Terra, go to the small island near the Iifa Tree, you'll find Yans there. They are very tough, but using Zidane's Masamune and Soul Blade, you can 'Condemn' them, and just wait for them to die. This is also useful on most enemies. Other good places are Pandaemonium (when you get there), and Memoria. For AP, Crystal World is great. (Also, when you get there.) Still, killing Grand Dragons is a sure deal. Having Level Up and Ability Up (or whatever they're called) on all party members is a great idea.

The story pretty much guides you through the Terra part. If you mean can you go back after you're done, you can't. This is good to note, because some items can't be gotten after Terra. (And naturally, you'd want to acquire those before entering the Shimmering Island.)

Well, 40s is just fine. (Hell, even late 30s.) You'll gain a boatload of experience there, so it really isn't too much to worry about. Still, using the tricks mentioned, you can still level up alot beforehand if you're worried.
