It is the Turks, yes. Heidegger is the head of Public Safety Maintenence, and this encompases the Turks. Tseng isn't the boss.

Cloud didn't join SOLDIER, but he did join the Shinra Army as a very low level, hence my guess of 'grunt'.

(Thats why i said soldier, not SOLDIER)
Twilight is on the right track, Cloud thought of himself as 1st class SOLDIER but never made it. He did have a rank though, just within the army itself.

I'd say 3rd class.
1st soldier, 2nd or 3rd. Cuz you can actually fight those ranks throughout the game....I know second wasnt the lowest, but since he was level one in the flashback, Id guess he is the lowest rank. I dont remember if that was 1 or 3, so I'll guess them both..

it doesnt say, and 3rd Class Soldiers are still members of SOLDIER. He didnt even get that far.

I thought as much. He can't be 3rd rank SOLDIER because he never joined SOLDIER. There are no specified ranks for the normal Shinra army other than the enemies you encounter (Submarine Crew, Captain, etc). He was simply an average grunt, as I said in my first reply to this question.

Wasn't it carrying some cargo that would be used to help defeat WEAPON? Well, the one shot down by WEAPON was. The one you see taking off from Junon was carrying the Huge Materia to Rocket Town.
