how do i get a emulator for free and how can i get chrono crusade or sokmething for a emulator for free i hope this isnt illegal

Anyway, yes emulation is considered 'illegal'. But I don't think that government officers will bust through your door because you decided to play Chrono Cross on your computer.

Chrono Crusade is an anime/manga series, it has nothing to do with Chrono Trigger or Chrono Cross.
