They're referring to the Emperor's painting in Owzer's house in Jidoor. Check it out, or "talk to it", twice.

No, that's different. When you check out the Emperor's painting twice you get a note that tells you about the Phoenix Esper cave in the middle of the rocks. The painting of the woman with the baby is the one that lets you get Relm back.
