They're all pretty great. The Tactics villains are pretty awesome, and Mewt, if he counts as a villain.

Yeah I'm prone to liking villians. I have to say sephy is one of my favorites just cause the game made him an all around good enemy. He had no other friends, all the right answers, and took a life of a close ally. As for when I say he had answers I mean when he went to Clouds home town he told about mako turning into Materia. He knew about the ancients and cetras. He explained a lot i really o say.

Anyway, I would say Zemus, due to his ability to reincarnate himself, and to mind control some of the more prominent characters in the game.
